If you don’t need such precision, you can do without this device at all, and simply drill 20mm holes along a ruler, marking with a pencil, taking only a Forstner drill, and making an inexpensive device so that the holes are vertical (a drill stand).
Obviously, we will need MDF . Castorama, for example, is the cheapest option, just the right size, and for only 450 rubles. And the size is quite mobile, convenient to use at home, unlike sheets of 2.5x2.5 meters, which weigh quite a bit. We need a maximum of two sheets, for the tabletop and apron (the front vertical surface for clamping parts in a vertical position).
I would probably recommend valchromat, like this, it is much denser than a regular MDF panel, and simply more beautiful, but in the Russian Federation it seems that it is not so easy to buy, or the prices will be frightening (I found a sheet for about 20 thousand, which of course is not absolutely fine).
Drill-driver . I used a small screwdriver from Bosch, GSR 12V-15 FC, it is far from the cheapest, but also not the most powerful, so almost any one will do (today a brushless screwdriver is about 5 thousand, and in general I suspect that you have one has already). We will drill holes with a 20mm Forstner drill, in MDF 18-22mm, so this will not cause problems.
Fraser . This is optional, but very useful. For example, if, on David's advice, you decide to cut tires into the table. Or anti-slip rubber pads. A router, with an overrunning cutter, will allow you to get an even and straight edge if you suddenly start cutting the tabletop yourself and without a guide rail (it’s easier to saw off the edge crookedly and with a margin, and then align it with a cutter along any straight ruler).

Actually, why are we drilling? Why make holes in such a beautiful, smooth tabletop?
Firstly, since the rows of holes are strictly perpendicular, you can use something called pegs (called dogs in English) to position the parts strictly parallel or perpendicular (you can also at 45 degrees). Well, having positioned it, let’s say saw it off or mill it. You can position both the part and the guide bar, or both together.

In general, I would call the presence of tires an optional bow. They can also be attached to the tabletop as needed through the same 20mm holes, aligned parallel to the rows of holes. In this case, the tire will of course protrude above the table, but sometimes this is exactly what we need (if it is an emphasis).

The legs themselves are needed so that the workbench top does not lie directly on the tabletop of the dining table, where we will place it (the jaws of the clamps, as a rule, should fit between them).
I haven’t been able to buy these exact legs for myself yet, so I still have to come up with something. Basically, to make the legs, you need a bolt (under the nuts you have, which you will build into the tabletop), and you need to somehow attach a support to it. The support can probably be made of thick plywood or MDF, and glue an elastic band to the bottom.
I recommend treating the entire finished tabletop with, say, oil. Or wax.
